The support, outside of budget, of promising students with financial need from member churches of the World Alliance of Reformed Churches (WARC) in low and middle income countries (as defined by the World Bank) engaged in advanced (graduate) study in preparation for church leadership in seminaries which are affiliated with member churches of the WARC, including ecumenical seminaries. Where feasible, preference should be given to women students and to those studying for the doctorate in the area of religion. Funds can also be used for support of accompanying spouse or student.

It is to be used for Scholarship Aid to Black persons selected in accordance with their academic ability and financial need. The person or persons may or may not be a member of the Presbyterian Church (U.S.A.).
