The Johnson C. Smith University shall use the said income from the fund hereby established for a loan program for needy science students selected by the Dean of Students in attendance at Johnson C. Smith University by providing said students with low interest loans. Selection of students for the loan program is to be made without discrimination by race, religion, sex or national origin. It is further provided that this loan fund program is to be known as the Dr. Riley R. and Mrs. Helen S. Cabiness Loan Fund and to be administered as the Foundation herein deems appropriate. Should there be an impossibility of performance of the endowment fund for students of Johnson C. Smith University, the Foundation, upon notification from Johnson C. Smith University, shall pay the net income quarterly to the Presbyterian Church (U.S.A.) for a like purpose for students at any other college or university.
