Should the charitable purpose, provision of Extra Commitment Opportunity #047-902 for Central SW Bethel Presbytery of the Ethiopian Evangelical Church, Mekane Yesus, for bible school operating costs, become in the sole opinion of the Foundation, obsolete, impractical or impossible to perform or fulfill, then the Foundation shall pay the net income quarterly to the General Assembly of the Presbyterian Church (U.S.A.) for the contingent charitable purpose, provision of the Presbyterian Frontier Fellowship for Ethiopia. Further, should the contingent charitable purpose, provision of the Presbyterian Frontier Fellowship for Ethiopia, become in the sole opinion of the foundation, obsolete, impractical or impossible to perform or fulfill, then the net income shall be administered by the Foundation for purposes which parallel, to the extent possible, the original intent of the Donor, in the judgment and sole discretion of the Foundation.

Fund RestrictionTo be used for the following Extra Commitment Opportunity which is validated by the National Ministries Division, Mission Funding or its successor: Children In Crisis, International (#047914); for helping children in areas of war and conflict; children in refugee camps; displaced children; ministries with street children; and outreach to children orphaned because of AIDS or the like. In the event that the said project is no longer in existence then said funds shall be used for such projects of Mission as similar as possible to the original intent of the Donor.

Fund RestrictionFor scholarship assistance to students at Silliman University, Dumaguete City, Negros, Oriental, The Philippines. Such scholarships shall be given to the children of Barrio pastors on the islands of Negros and Cebu in the Philippines, with first preference, wherever possible, to be given to students from Luciano and Cell Bacarro of Cebu Island, The Philippines. Insofar as possible, it is the wish of the donor that the pastor of the Silliman University Church be a member of the selection committee to choose the recipient of this annual scholarship.

Fund Restrictionto the Program Agency of The United Presbyterian Church in the United States of America to meet the needs for the scholarship-loan project, as that said Agency shall determine, in United Presbyterian Church-related schools over seas with preference to be given to a scholarship-loan for a student or students at Payap College, Chiang Mai, Thailand, as long as said College has a relationship to The United Presbyterian Church in the U.S.A. First preference for a recipient of the scholarship-loan shall be given, to the extent possible, to a female Science Education student. If not needed for that use, then a male Science Education student shall be given next preference. If not used for that purpose, then third preference shall be given, if possible, to a Theology student. To the extent possible, within the accounting system of the denomination, Extra-Commitment Giving credit shall be given to the Northminster Presbyterian Church of Washington, D.C., for the income that is paid out to the Program Agency for scholarship-loan use.
